Overview

The ASEAN Centre for Energy (ACE) has received financing from the World Bank toward the cost of the Clean Energy and Power Trade Development in Southeast Asia Project, under Phase 1 of the Multi-Phase Programmatic Approach for Accelerating Sustainable Energy Transition (MPA ASET, P181555). ACE intends to apply part of the proceeds to engage a consulting firm to undertake a Study on Financing and Commercial Components for the ASEAN Submarine Power Cable Framework.

The consulting services (the “Services”) will include assessing electricity demand and identifying potential anchor off-takers along priority submarine power cable corridors; developing minimum investment-readiness and bankability criteria; evaluating financing strategies, risk allocation, and investor protection mechanisms; developing options for ownership structures, cost allocation, and operational governance; establishing harmonised commercial and settlement principles for cross-border electricity trading; and developing and applying an investment-readiness maturity assessment tool to identify gaps, prioritise submarine interconnection projects, and support project preparation and potential financing.

The assignment is expected to be implemented over a period of ten (10) months, tentatively commencing in January 2027. The actual commencement date will be communicated to the consulting firm successfully selected through the procurement process.

ACE now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants are required to demonstrate that they possess the necessary qualifications, technical expertise, and relevant experience to undertake the assignment.

Interested Consultants must submit detailed documentary evidence demonstrating their qualifications and capacity to perform the Services. This should include company profiles, descriptions of core business activities, details of similar assignments undertaken and experience in comparable conditions, relevant technical qualifications, brochures (if available), and any other supporting information deemed relevant to the assignment.
